I've gotten about 4 - 5 tint citations over the course of 5 years. The fine hasn't changed but, I think CHP will occasionally pull up with dispatch how many you've gotten and make it noncorrectable on you. But the court usually will change that. Happened to me once.

I think you're right. We were coming back from Tahoe once and CHP pulled us over. Cop walks up and asks, "Do you know why I pulled you over?". My buddy responded, "Uh, my window tint?". Officer, "No, you were following the car in front of you too closely. But also your tint is too dark."

We already had a ticket previously for the window tint so we didn't receive another, that's why he didn't mind mentioning it. So in regards to a moving violation with it. I think that is correct. Wether or not they honor that law is another question.

I've gotten tickets for JUST tint.
