Ataullah Siddiqui, director of the Markfield Institute of Higher Education, a research body, was asked to review the standards of Islamic studies courses as well as the quality of religious teaching from student Islamic societies and chaplains. Today's report is expected to criticise courses for failing to present Islam as a faith that can co-exist with other religions.
Mr Rammell admitted some students were being "exposed to teachings that either explicitly condone terrorism or foster a climate of opinion that is at least sympathetic to terrorists' motivation".

Gilani is the extremist who Wall Street Journal reporter Daniel Pearl was reportedly trying to meet in Pakistan when he was abducted and beheaded.
Gilani started the organization in 1980, when he came to America and began preaching at a Brooklyn mosque.
After Gilani returned to Pakistan, the American group he started entrenched itself in a number of rural outposts, according to authorities.
The feds have alleged that some group members have been sent to Pakistan and Afghanistan to receive terrorist training.
One Islamberg resident denied the charge.
"This is my country," the resident said. "I love this country. I did a year in the bush in Vietnam for this country."
The resident, who wouldn't give his name, was wearing traditional Islamic garb when he intercepted a Post reporter seeking a tour of the camp.
The camp, which sits off a dirt road, appears to be little more than a collection of ramshackle homes and trailers.
The resident admitted that Gilani was the spiritual head of Muslims of the Americas but denied the existence of al-Fuqra.
The resident called Gilani "a reformer."
"But some people don't reform," he said. "They do a lot of foolishness in [Gilani's] name."
Asked whether commune members kept weapons at the camp, the resident said, "We got guns up here just like everyone else got guns. We're American citizens."

The caller said that several months ago he sold Hamze the 1999 Dodge minivan involved in the incident, and that Hamze had contacted him after the murder. Detectives are not releasing the content of the call between the two men at this time. In addition, a witness identified Hamze from a photo line-up.
...Detectives say Hall fell off the minivan's hood and got caught in the undercarriage, Sheriff Ken Jenne said at a news conference Monday morning. The driver then dragged her for about two miles, reaching speeds up to 70 mph in the process and weaving between lanes in an attempt to shake her off. He finally left Hall dead in the 1600 block of State Road 7 in North Lauderdale.
The trail of Hall's blood was still visible on parts of the paved roadway on Monday morning.
