Aah yes.. I remember them well.
I got popped in this "crackdown" in my built ZX2. February 2006 right on College Town heading in to Sac State. Nothing more humbling sitting on the curb in front of the Chevron at 10am on a Tuesday as everyone is coming in.
Sac PD pulled me over for exhaust and proceeded to write me up for just about everything on the car (intake, header, no cat, exhaust, tint) that he could see (head work and cams aren't easily seen, thankfully). He was egging me on talking a bunch of ****, but I just kept my cool and didn't react. He took a whole bunch of pictures, asked "Do you drift?? Where's your spoiler??". I just looked at him blankly and said "It's a front-wheel drive car." At one point, I think he was getting annoyed that he wasn't getting to me, "Do you want me to impound your ****?? DO YOU?!" and I said, calmly, "Absolutley not. Cite me for whatever it is you'll cite me for and I'll take it home to correct it."
Long story short: fines and 2 trips to the referee cost me $1800. I don't hate the cops. I broke the law and got caught. I've moved on. I think it's pretty petty and juvenile to hate the police for doing their job. Yes, some are *******s, but *******s are everywhere, regardless of occupation.
Best way to not get busted, don't break the law. If you do choose to break the law, man up and face the consequences if you get caught.
