I got a Tanabe Hyper Medalion + HKS downpipe for 440 shipped.... Besides custom muffler shops, i don't see how anyone can beat this

you want a downpipe with a bellmouth, they are the best and least restrictive.

No single CAT is in place for emmisions they work with each other to pass, it will take a car with the stock post turbo CAT's to pass emmisions. Kevin is correct leaving the 3rd CAT there with the 2nd one removed serves no purpose what so ever unless it gives the individual peace of mind (hey it's down to each and there own what they deem as right or wrong) Personally I would get a downpipe which replaces all cats and have a muffler shop weld in a high flow.

I run catless but then I never ever drive my car on the road as it is intended for offroad use only
