but back to the subject at hand...
I've had good experience with Albany. But yeh, they hate mods. HATE em. I highly doubt it's the HIDs. talk to the manager.

unless you signed somewhere on the form that you've PRE-authorize and jobs, then i dont think they have the right to charge you...
check what you/he signed...
