When I had my tires balanced I requested that the weights not be put on the outer lip and they put the sticky ones on. I think they will put them on the lip if you dont ask them not to. I would think those weights could scratch the paint but Im not sure.

i think they scratch aluminum and chrome wheels but not steel..

Generally, clip on weights will scratch the paint of an wheel, be it steel or alloy. When you go back remember to request a "Dynamic Balance" with the adhesive weights, otherwise they might just do a static balance (dynamic is preferred).
