Does anyone believe that this intake makes up to 30hp

Maybe... just maybe you could make 30whp if the car was tuned with the intake. I mean, you can get about 25-30hp (at the crank) with some different tuning on a stock STi (like Cobb). Maybe if the car was tuned with intake there might be a slim chance that intake on would get them at the hp range. Although I think it would have to be an aggressive tune.

So it would be more believeable if the intake was sold as:

"30whp gain"

requires dyno tuning, dyno time and batteries not included
