This happens more then you think. They will order you to drop the gun 1st. Maybe a second time. Then there will be a stand off.
He contacted chp in case he did hit someone in that truck. Because the second that happen, That guy would be in the hospital. And those people, The doctors tend to ask questions. Then the police are called. The real truth would have come out. Then we would have a police officer off duty shooting at cars.
He made the call based on covering his a$$. I hope the guy that he shot at steps up with a lawyer. Stating he has a chrome cell phone cover and was making a phone call. When this car started shooting at him. He'd be getting paid quick!!!!

I doubt anyone in the truck got a license plate number, so it would be chalked up as another unsolved road rage incident.
The real truth? I doubt very highly the "real" truth would have come out. The person brandishing the weapon wouldn't admit to having a weapon, let alone brandishing it, and I'm certain that the guy isn't taking his time to lawyer up...
...now that he knows he was pointing a weapon at a police officer. That's a felony offense, and while the cop might lose his job, the guy will do some time.

Every action a police officer makes is watched by some group. I am willing to bet that guy steps up and says he was making a phone call. He would get paid.
Remember the truck never fired any shots. So there really is no proof that they had a gun. Only the word of a rogue cop that shot at them. So it would be very easy for certain light conditions to explain how a street light reflect off a cell phone. To make it seem like there was a say .38
So in a court I'd take that case...
As far as hitting the brakes. I would have.. I would have then exited my car and moved around to the back for cover. Remember the smart move on his part he forgot. Hit the brakes. You speak of tatical moves. Last time I checked... Police pull you over from behind. Hitting his brakes and get away or stopping to control the problem would have been wise on his part.
He made a poor judgement call. I would not want to work next to this guy. He's been trained to do better in high stress condtions. He failed this time.

I am also not here stating all police are bad. But in the public's eyes. One bad police man can give the whole city a bad rap.
Yes I have worked I in and around law enforcement. I was only pointing out three things with this thread.
1: Any persons not employed as police staff, would be in jail right now.
2: He way over stepped he's training to hand such a easy problem.
3: We are all lucky no one was killed.
