Shiv,
So I am really interested in flashing it but also concerned about the smog test. How much do you charge to flash it back to the stock settings? Also, what kind of gas milage are we talking about after flashing it? I get around 20/gallon average on my stock wrx.
Thanks

Hi there,
AFAIK, there is no reason to flash it back to stock for smog testing. Emissions at idle and at cruise conditions are unchanged with the remap. Only unless 4wd dyno testing (under load/boost) is conducted could the reflash cause issues.

Does anyone know if the ECUTek license is transferrable?
If I get my ECU reflashed, will I later be able to sell my reflashed ECU to someone else? And then will they be able to get it reflashed again without paying the $750 license fee?

It's possible that the dealership was going to use the AWD dynamometer for other uses besides smog testing. Dynos are good for testing transmission problems, too.
State of California Enhanced Smog Check Program Overview Fact Sheet.
Enhanced Area Equipment: BAR-97 Emissions Inspection System (EIS) Fact Sheet, for general test equipment description, as well as exceptions to dynamometer testing (AWD vehicles, such as Subaru).
I found no mention of a requirement change to AWD dynos in the Enhanced Areas at this time. It's only a matter of time, though, since big trucks and SUVs get so much publicity about their fuel consumption and tailpipe emissions.

I don't know what all the fuss is about. Jim Wolf Technologies have been flashing Nissan ECU's for 10 years plus, and they charged $700 then. This has got to be the best news since turbocharged subarus. Now all I need is a turbo I-speed/ Vishnu, help us NA types, there are at least 100 times as many NA Subaru's that would be happy with 200 whp and less weight.
