good all season perf budget tire?
Sumitomo HTR+ are good, I like them. They were among the cheapest high perf. all season tires and have much, much better grip compared to stock. About $70/tire from TireRack incl. shipping in 16" size. I had summer Sumitomo HTRZ2s before. Those had noticeable more grip than the HTR+, but, obviously, didn't grip worth $#$# in the snow.
Can't tell you much about tire wear for the HTR+, because I've only had them for a couple of thousand miles, but owner survey on tireRack says it's not bad.

Mind you this is in our wonderful
Michigan winter and they perform admirable in the snow. Obviously not as good as my Michelin snow tires that I had last year but still good tires.
