this statement goes into one of those shady areas. Japan has a navy, and that navy could sit off the coast and shoot NK. they have planes that can hit ground targets. both of these things are offensive. they have not been on the offensive for so long that nobody really considers the capabilities of thier military. they have the means and the potential but don't have the opportunity YET!! but don't worry that little crackhead midget is gonna do somethin stupid and they will get the chance to duke it out with NK
