An occupied America would never have had the oppurtunity to make a statement like this. Those who'd have made it would either have died fighting or would be to busy fighting to do it.
Playing devil's advocate, you could say that the insurgents didn't make the statement so it's invalid. The Colonel has "assimilated" to the U.S. policy whereas the insurgents have not.
