FLEX dampening?

FLEX dampening?
i just picked up a pair of tein flex and the manual says only to use levels 1-16 but the coilover has 24 levels in the rear and 26 in the front. is level 1 all the way soft?

the smaller the number on flex's the stiffer the ride.
if you use the EDFC then you can do half incriments (sp?)
