Transmission swap legality- CA specific

Car Info: 95 Miata & 98 2.2 Impreza
back on topic, Kevin from Garage Tuning quoted me $2000 for the manual swap, using wrx tranny and diffy. Any other suggestions as to a shop to do the swap?
