Shoats arrived home from work Tuesday afternoon and found the pit bull was off its chain.
While he looked for the dog, Shoats’ father found the cat dead in the backyard, the report said.
At 5 p.m., witnesses reported seeing Shoats dragging the dog on a chain and kicking it near the north end of Park Avenue in East Linda.
One of the witnesses flagged down a California Highway Patrol officer, who also witnessed the kicking, the report said.
The CHP officer followed Shoats over a Feather River levee into the riverbottoms and found the dog dying. A Yuba County sheriff’s deputy arrived as the animal died, said Capt. Ron Johnson.
