if the heatshield is cracked. you dont need a new up-pipe, unless you want it.
up-pipe/downpipe are much easier to put in if you have a lift, i just did an 04 sti u/p d/p, ext manifold today, so even if you do have mechanical ability, its better to bring it to some kind of shop, especially if your nuts and bolts are getting old.
