intercooler
I don't know what you mean by "rig the rest" but the intercooler is only useful if you've got a turbo. could you rig up a wrx intercooler? sure. But without the rest of the stuff like the turbo, it wouldn't help anything. Now if your planning to turbo your car I think it'd work better to buy a kit, or you'd have to custom fab a lot. Or you could just swap a EJ20T in there.
I think his question is, can he use the intercooler in place of his Intake... Kinda Like a "Cold Air Intake" Hehe... : p

No it is not a good question. Intercoolers are to cool the compressed air coming from a superheated turbo. For an N/A applications, they dont do squat other than block airflow.
yea, the way a intercooler works ( believe) is flowing air through a bunch of tubes with a bunch of cool air flowing outside of those tubes which is forced in to the intercooler by the hoodscoop. So, the idea is that this "superheated" air from the turbo goes through it and drops closer to the outside temperature. However it won't do a whole lot so on a NA engine where the air is already about the temperature that the intercooler could cool it to, nothing would really happen. Hope that made sense 
So if Preza-I is right and that was your question you might want to look into a CAI (search for CAI or Cold Air intake and you'll find a ton of info) like the Gansflow or cobb. Or you could try making a custom one which would go straight from the hoodscoop which would be the ultimate in CAI though I believe due to the shortness of it you'd sacrafice a bunch of torque for horsepower, but it might compress the air a little, someone did it a while back, and I think/thought it was pretty awesome, but I don't know
