No really I would say not to use tap water at least for the fact that you don't want anything in the water clogging the nozzles.

Distilled is probably the way to go. Tap water won't hurt in a pinch and who goes through the trouble of freezing distilled water for the drags?
Alcohol? Maybe. Won't hurt if it isn't full strength. You might not care for the odor when you use it.
Windsheild washer fluid? No. It's got methanol in it. Very corrosive on engine parts of all types and will turn your intercooler blue.
If it's cold enough to freeze the water then you don't need to spray.

Distilled water will give you the largest reducuction in I/C temperature as the specific heat of water is 1.00 cal/g ēC.
Anything else will give you less performance, including tap water, alcohol, or methanol as specific heat of alcohol is about .60 cal/g ēC.
However, if you live in an area that is prone to freezing temps, pour in one bottle of rubbing/isopropyl alcohol & fill the tank with water.
