A turbo back exhaust will cause boost creep...once u boost too high, u will hit the cutoff, which is why ur boost drops...its a serious problem...do a search on boost creep and u will see wut i mean...

Exactly... can you feel the spike and subsequent leveling off? If not I would wager it's a bad gauge. If you can feel it, it may also be a bad boost solanoid. That would be easy to diagnose as you can just swap one from a fellow suby in like 30 seconds, try it out, and quickly swap back. There's no good way that I know of for detecting an ECU reflash, but you may want to try resetting your ECU just to have a clean slate to start from with your future diagnosis.

I have not hit cutoff...you know when you hit cutoff. Cutoff will be somewhat violent, not gradual...at least it is in my GSX.

I need to know how I would tell if it has a modified ECU? I have a feeling that it is modified because no CEL and no fuel cutoff with spiking to 19.5psi.
I had the same issue once....spiking at 19.5psi and never got a CEL and no fuel cutoff. In my experience, fuel cut off happened when you stay above 16.5psi for about 2 seconds. From there, you'll get the CEL and flashing cruise control light. For example, full throttle in 5th gear when it's cold outside would always get me fuel cutoff.

Mine does this with an ECUtek reflash and 3" TBE. I have two boost gauges (one GReddy dial gauge that is electronic and one PSI3 data display that reads directly form the ECU) and they both reported the high boost. In fact my PSI3 recorded 20 psi. This only happens at WOT accelerating onto the freeway when it is cold out (<40 F). The spike is momentary and the ECU immediatley adjusts. No CEL's have ever gone off and the engine is running fine.

I believe it is just a matter of the turbo getting ahead of the ECU for an instant.
