Downpipe (3", catless if possible in your area), 3" cat back exhaust, Engine management (UTEC, EcuTeck, accessport). For the intake, put the stock air box back in, keep the silencer out, and throw in a K&N panel filter so you never have to buy a new filter again.

also don't mess with oiled filters like the K&N, they can foul up the MAF sensor.
I had this problem with my old WRX, with an ITG foam panelfilter (also oiled).
I've used the JDM STi panelfilter with good results on my old WRX and now on my STi.

I Suggest the Blitz Sus Power Air Cleaner Short Ram intake system. This is what I have in my 04 STI and it sound, feels, looks great. one of the best investments i have done to modify my car. You gain not only better pick up but aso hear a suction sound when you get on the throtle. I have Raced another StI w/coldair intake ,catback exhaust and I was pullign on him hard . This is a great product highly recommend . Easy to install EASY to Clean.

K&N vs. foam
Don't know about the foam filters but a K&N should be okay as long as you don't overoil it after you clean it. Straight from the factory I've never had a problem. And a K&N or cotton guaze filter is cheaper than the JDM STI and I'm guessing here, probably flows more.
I have had K&N on all my cars, new and old. MonteSS, BuickGN, WRX, STi, Hummer. Bought one for my g/f's Cherokee, dads YukonXL, Yukon Denali, moms Jaguar XKR, 1960 Corvette. Never had a problem with any of them. The Yukons had flow meters by the airbox so you could see when to replace them. With 30,000 miles on the K&N it was still above the best area of the gauge.

After that the best low budget mods would be a turbo back exhaust and to get your ecu reflashed. Cobb tunning has a nice package deal that gives you a hand held reflash and a turbo back for about 1900 delivered. those 3 together gave me about 365 hp at the crank
am i mistaken or is that pic of the blitz filter a filter stuck right on the end of the mass air sensor? I hear alot of bad things about after market intakes, could that be any better? or worse?

No, that is a kit. Here is what a cut air box with a K&N looks like (scroll untill you get to the white STi). I couldnt afford an intake after the APS FMIC.

Yeah, I used to have a K&N filter on a Weber DGV downdraft 2bbl carb on my old '68 BMW 2002, and I just hated it and thought it was a PITA.
Ironically, I replaced that K&N with a non-oiled ITG foam Filter, only to find that the ITG panelfilter for my WRX was oiled...
I'm sure many of you like K&N, but I hate 'em, do some research on what the oil does to the hot-film MAF sensor.
