Update: 14.5 @ 92. Stock WRX. 2,710ft above sea level. Using the correction formula that the track provides, it comes out to 14.06 @ 94.76. I forget my 60ft.
And I ran a 16.9 in my mom's miata.
I won't tell you what my girlfriend ran. She'll hate me.
It was a 19.

14.1@92.5 mph in Honolulu. I drive a Forester XT w/a snorkus delete.
I've also gotten 1.6, 1.7, and 1.8 second 60ft. times. Thing is, the FXT is all bottom end. You can tell by my trap speed that I'm running out of speed up high. The fact that the Forester is as aerodynamic as a brick doesn't help either.
I'm hoping to get into the 13s w/a Cobb Accessport.

at altitude
Stock turbo, 2002 WRX at 5800 ft altitude.
1.787 60'
5.387 330'
8.399 @ 82.56 1/8
11.035 1000'
13.239 @ 102.85
NHRA correction factors this run to approximately a :
12.844 @ 105.74 if run at sea level.
So yes, high 12's are possible on the stock turbo, but its not easy. There are only 6 people that I know of that have documented 12 second runs at sea level on the 13T turbo without nitrous, and 2 that have run low 12 second times at sealevel with nitrous. I'm the only stock turbo to ever trap over 100 mph here at 5800 ft. The next closest ran a 13.6 @ 99.89.
