I think you confused weight with price, bro. That elise costs 40,000 some sticker, and I'd bet on the inevitable markups.
You could get 13 flat in a WRX, STi, EVO, or SRT-4 with waaaay less than $40,000 invested.
If you weren't worried about anything other than a straight line, you could get an '03 cobra, put 4.10's, high-flow X-pipe, 16psi pulley, and drag radials on it and have a car running mid to low 11's for less than $40,000.
The Elise won't ever be the ultimate tuner car because the whole tuner movement centers around young guys getting the practical cars they can afford and then turning them into something faster as money allows. Most of us who are lucky (or good) enough to afford high end tuner cars like WRX, STi, EVO, etc... rely on those cars as daily drivers as well--that's why we can afford to get an expensive-ish car: it performs double duty as a family hauler and a sports car.
The Elise, at $40,000 plus, with no back seat at all and no trunk to speak of, will become the ultimate car bought by 60 year old collectors and stuffed in a climate controlled garage.
Give me a lightly used S2000 or a Mazdaspeed Miata and $15,000 anyday.
Who cares if the car won't be a good tuner car. Typical tuner cars are ones that need help going fast right off the showroom floor. The elise isn't exactly the best bargain but if you had one at the track you wouldn't be let down. It will be the kind of car that is completely rewarding to drive(if you are a good driver). It will feel like you are actually part of the car.

Wait a few months for the C6 Z06, over 500hp. It will kill the current Z. The new Vette is shy 5hp of the current Z. I personally would rather have a C6 convertable than a C5 Z06 and be close in power. I am seeing them all over the place.

My family owns a C5 corvette convertible, a 1986 toyota pickup 2wd carbureted, and an 02 wrx. The most reliable of those three cars is the toyota pickup. I regularly, daily beat the hell out of this truck, with few problems every year save original equipment breaking due to age. The other cars get driven conservatively by comparison, and both have already needed a couple parts fixed under warranty in the past couple years. The subie's tranny, clutch, brakes, and wheels have already had problems, and the vette's brakes and a few interior parts have already needed fixing under warranty.
I've driven a z06 vette and the standard C5. The z06 is by far the fastest thing out there on the road. An EVO is going to be easier to go fast from launch and the E55 AMG is better for top speed, but the vette driver is going to be having more fun all day long.

A C5 Z06 with some minor bolt on's would whoop the crap out of all of those cars. Then it still has the option of being supercharged or running n2o. Both of wich are very common on LS powered cars.
C6 Z06 would undeniably be the fastest, if you have $70k to spend.
