(will a) catless DP and UP pass smog?

Cars w/ no cats can pass sniffers these days with how much cleaner they're running compaired to years ago. Though, I would recommend atleast 1 cat even if it is a high-flow just because from what I hear, your emissions stink like crap.
Also, any non-CARB stickered part should not pass smog unless he is breaking the law. So, either way they're breaking the law as it is
