Go wingless, get an FMIC, and badge your car as a 2.5RS. He's even got the RS hood on there, so to look at it, it simply looks like an RS with rims and tires.

A Ford with a GM motor swap? Sounds too complicated for the SFPD. I'm sure a Modular motor would be a more likely step.
