So it's voluntary? Who says yes?

NOTHING good can come of it if you say yes. Best case scenario is that you pass and carry on your life like it didn't happen, so why would you invite anything worse than the best case scenario?

Even driving a stock 2005 Civic or something I'd say no... there is no possible outcome better than saying no and leaving.

Yeah, there was definitely some sort of LEO there. Black and white so not the sheriffs office. I would imagine they would have to have CHP due to the fact it's on a hwy. I don't believe C.A.R.B has the authority to block off traffic. On a side note people in santa rosa drive like sh**. We need more LEOs enforcing the basics like using your EFFING blinker or not driving 25 in a 45 and then doing 40 in a parking lot!!!!!!

Here here! Not to mention running red lights. I've seen more of that in SR than anywhere else I've ever driven. The city could be making money hand over fist if they would just sit at Guerneville Rd. and Cleveland Ave. and ticket red light runners turning from Eastbound Guerneville Rd. to Northbound Cleveland. I've never seen people run red lights like they do at that intersection (3-4 SECONDS after the Westbound traffic already has a green light going straight).

I only have a 5min drive to work but by the time I get there I'm pissed the F off. I'm afraid there is just to many completely brain dead people and their reproducing at an alarming rate! You would have to have 4 cops to every 5 drivers to keep up. Now I'm starting to delve into my deep disappointment for humanity. I should stop typing..................NOW!

the Press Democrap would never question any environmental zeal. What's funny is that C.A.R.B. doesn't give two sh**s about the environment. When they say green they mean $$$$$$$. That paper is a joke. It's all very PC and status quo.
