If they're going to make them do mandatory stops, then might as well let them play with a fuel load with refueling. But that would spoil their efficiency goal, maybe restrict their fuel tank size too then.

I mean some of these guys have a hard enough time getting the wheels on the car. Now you want them working with flammable fluid?
