Lotus lost the designer/aerodynamicist that's been flattering their egos for the last 2 years to Ferrari and Ferrari will have their main wind tunnel back online for the 2014 season:

BBC Sport - Ferrari can dominate F1 again - technical chief James Allison

Without Kimi and Allison I feel Lotus will slip down the grid next year....Maldonado may improve who knows.

Why's that? Based on this year's performance, and hoping on continued great performance, Lotus would be a great place to be. I just think Hulkenburg deserves a good seat.

McDonald and Grosjean on the same team?!?! DNFs all season. Well, at least the drivers will just have to watch out for just one livery.

Well there is no clear indication about the character of the owner behind Quantum or his history. If something negative was to come out of the deal with Lotus and Quantum thus hurting their financials and ability to compete I rather see McDonald suffer since I don't like him as a driver. I agree with you in that I think Hulk deserves a good seat and has more than proven his ability to hold his own this season.

I completely forgot about them losing their technical chief. Grosjean has been looking really recently, so who knows.

Ferrari could start doing better next year. Even if they get it wrong again I'm sure the battle between Alonso and Kimi will still be fun to watch.

Ferrari and Mercedes will be the top teams next year. I think teams that builds their own engines will have a massive advantage on how they want it packaged.

RBR will still be a top team next year lest Renault fail in reliability.

I would say RBR will be on top next year. The reason? Adrian Newey.
If he went to, say, Force India, I'd also rate them highly. This guy makes a huge difference!

The disadvantage Newey and teams that are not building their own engine package is the car needs to be designed around that. Mercedes and Ferrari can design their car and engine package as they need it to be. Also, I have a feeling Ferrari and Mercedes put in way more resources in 2013 for the 2014 car compared to RBR.
