Even better.. a great way to get away with murder.. Go to a shooting range.. get a hand full of "coded ammo" and toss it at the crime scene.. 
Which is exactly why even if this bill passes I don't see it ever being used for any sort of crime prevention.
Add that to a growing demand for black market ammo, and this is nothing but an inconvenience to the law abiding..

My MOS doesn't give me that identifier thanks to having a commission but there was a time. I do work with snipers everyday however.
I'm not trying to start an arguement over weapons. My point is that while a 1400M shoot is impressive its an aberation. These shots are not commonplace in Iraq or Afghanistan because the terrain and the tactical posture does not offer these possibilites. Snipers today are often using M-4s with silencers and 77 grain ammo simply because the shots they need to make are not at "sniper" ranges. They're in MOUT circumstances that offer tons of cover and where freedom of maneuver is critical (i.e. egress from a hide or otherwise). MOA DOES matter in todays environment where an IED trigger man may have to be dropped amongst civilians. And if you can do it without giving away your hide position (which are static and valued places given the nature of cities and urban environments) and making a bunch of noise then all the better. Anyone here knows a .50 cal round can go quite a distance further after only being slowed down by a human skull or rib cage. A 7.62 on the other hand is considerably more controllable after impact.

Hahaha priceless, I hadn't even seen this post until I posted my other comment. There are members of this forum who are familiar with what I do for a living due to personal conversations outside of i-club. You're post is sub-MOA however.

The reason I said that is because it sounds like you're speaking as an authority on the subject of sniping, when you in fact are not a sniper by trade. If you've worked with Army SF before, you've probably seen them do a "Tab check" at the beginning of a briefing.

My infantry unit did a lot of training with the Rangers at Ft Lewis; we were their QRF whenever they depolyed.
1st Group SF provided training in MOUT and calling for artillery; "Hippy Protesters in the open...fire for effect." was there favorite target.
Plus, I was on the Battalion Marksmanship team.
