Try this, it worked for me several times when I lived in San Diego. Call to report a crime (a real one, dont make one up), when the cops arrive have them contact you and give them the details. Then nonchalantly mention that you need a favor, ask them to sign it off. usually the "you scratch my back, I'll scatch yours" approach works well.

RtFooted: what kind of shady sfuff you been up to in Wisconsin? Call to report a "REAL" crime. Who's doing what crime. Are you paying your friends to take your car and leaving it across town or what? Then haggle with a cop. Are you out of your mind. Thats just sounds crazy.

No, not outta my mind, just in Wisconsin. But anyway I used to live in beautiful San Diego, right across the street from "world famous" Pacers. Anyone from that area can tell you that there is always an opportunity to assist an officer with some info. Most of the time they were really busy afterwords so you could have had them sign off on a car with straight pipes. It's been a while since I've been out there, but in my experience they never even asked me to start the car. They would usually just say something to the effect of "did you fix it? dont get pulled over again" and then be on their way to the Winchells for some paperwork.
Just my $.02. You can try it.
