Why do I have to go to court for a fix it tix??

Why do I have to go to court for a fix it tix??

So I got a fix it tix for my exhaust 27151 CVC modified exhaust. I went down to 850 to pay it bc I got it signed off and it wasnt in the system. so the guy behind the window stamped it showing I was there and told me to come back if I get a notice in the mail. so I got the notice in the mail couple of days ago and I went down to 850 this morning only to find out I have to go to court. Now what I want to know I already got the tix signed off and the dude behind the window said "pay the $130 or go to court" FOR A FIX IT TIX why???

I guess the gov wants to waste their money because they didnt sucker me in with that $130 fine.
