Not needed. All HID kits are federally illegal. HIDs are only legal in the cars with them installed from the factory.

States that basically EVERYTHING is illegal:
V C Section 24005 Sale Transfer or Installation of Unlawful Equipment

Sale, Transfer or Installation of Unlawful Equipment

24005. It is unlawful for any person to sell, offer for sale, lease, install, or replace, either for himself or as the agent or employee of another, or through such agent or employee, any glass, lighting equipment, signal devices, brakes, vacuum or pressure hose, muffler, exhaust, or any kind of equipment whatsoever for use, or with knowledge that any such equipment is intended for eventual use, in any vehicle, that is not in conformity with this code or regulations made thereunder.

V C Section 24410 Single Beams

Single Beams

24410. Headlamps arranged to provide a single distribution of light not supplemented by auxiliary driving lamps are permitted on motor vehicles manufactured and sold prior to September 19, 1940, in lieu of multiple-beam road lighting equipment if the single distribution of light complies with the following requirements and limitations.

(a) The headlamps shall be so aimed that when the vehicle is not loaded none of the high-intensity portion of the light shall at a distance of 25 feet ahead project higher than a level of five inches below the level of the center of the lamp from which it comes, and in no case higher than 42 inches above the level on which the vehicle stands at a distance of 75 feet ahead.

(b) The intensity shall be sufficient to reveal persons and vehicles at a distance of at least 200 feet.

Quoting the actual law usually helps prove your point.

I was pulled over a week ago by Modesto Police Dept. and was warned about my HID lows and fogs. Thankfully my 25% tinted front windows were rolled down. I went and bought some Sylvania Silverstars for both and called it good. I was starting to get tired of all the problems I was having with my setup anyways

Why would I need to? They are factory HID headlights straight from Subaru.

Also,

JDM WRX STI Headlights RHD to LHD Conversion Shields | eBay

HID foglights are sheer stupidity. No question about it. It's FAR worse than running them in your low beams because it makes them completely useless for their intended purpose (actually makes them dangerous in fog) and they glare a whole lot more.

you have to adjust the beam pattern for LHD. unless you have the legit EDM HID headlights

Click the link.

The quote says it is illegal to sell products that don't conform to regulations. Not that all aftermarket products are illegal.

As long as the retrofits fit the DOT regulations, then I don't see what's wrong with retrofitting lamps.

yea dont think people put hid fogs for practicality. i had them for looks cause the overlays gave it an ugly yellow color and changing bulbs didnt work so went with hid route. .

+1 Mine was for pure looks during the summer. I switch them out to standard halogen during the winter.
