Hopefully the number of fix it tickets will cost more than a professional retrofit, and they'll get the message?

Not the same.

Other cars with HID reflector optics: Escalades, IS300s, Nissan Maximas and Acura TLs.
actually, can you point out what the obvious difference is? Other than the WRX being dirtier/less reflective and the STI missing the small center bulb hood (which they also had) they look basically identical

highly doubt that considering they can barely catch all the law breakers out there lol i am pretty sure they wont pull over everyone with HID and they might not even know if theirs is legal or illegal until after they pull over. If that happens where they are wrong they would probably have complaints from the community so maybe they try to avoid it. So many ppl have hid these days that i dont think they can really stop it. And you get ppl with no cat ruining the enviornment even more which they dont always catch too. my gf always getting on my case when i ran catless on my rsx, about me messing up the environment. I just responded "think of all the other people who do it, my one car wont stop everyone else or help save the planet" lolol

That's the wrong way to look at it. It is OK for you because others do it too? Besides, unless it was FI, catless on an N/A car is pointless anyway.

Look at the size and shape of the reflective panels. Light is reflected at slightly different angles on the HID one compared to the halogen.

Just because I can make your glasses fit on my face does not mean I will be able to see well through them.
