California supports Illegals
California/CHiP has had a long standing policy of not accepting foriegn/International Driver's Licenses.
Meaning: If you happened to be a tourist from Germany, you could be cited driving in California on an International DL.
CHiP recently issued a memo that the only foriegn license that is to be accepted is that issued by Mexico.
However, the memo did not state how to tell if the "license" present is real or fake.
That is all.

I am not sure where you are getting your information about California not accepting a foreign DL.
If they issued a memo about that then they need to issue an addendum to the CVC as well prior to enforcing it.
