any chance that the rotor has some kind of coating on it or is supposed to get some kind of work done it before installing it? (like getting it resurfaced...i dunno) thats all i can think of..

what kind of rotors are they? Most New rotors come with an anti-rust coating on them, (you cant see it, but its there, and it MUST be washed off of the rotor completely, BEFORE you install the rotors and use them.) If this coating is not washed off, it could hinder the performance of the rotors drastically.

maybe it's air whistling through the rotor? I know drilled/slotted rotors make more noise when stopping, but haven't heard of anything else. A wheel bearing usually makes a grinding noise...

Also - make sure the brake lines aren't hitting anything.
