white smoke when slowing and whining sound?

So over the past month i've noticed that my white puffs of smoke will come out of my exhaust when my car is slowing down. However, the smoke doesn't seem to be consistent and it only occurs when the car is warmed up and has been driving for around 15-20 minutes. It's not the cold weather because it happens when it's warm out too.
Also, i've recently noticed a whine coming from the car after it's been warmed up and driving (about the same amount of driving for the white smoke to appear). The whine becomes louder at higher speeds and quiets as the car comes to a stop. This occurs whether or not the car is in gear.
Anyone know if these two issues are related/what a remedy for either would be?
Im debating on whether or not to just take it to a shop since i can't really find anything on the internet that has similar symptoms as my car =/
It's a 2002 wrx with turbo back exhaust, uppipe and a tune.
thanks

last time this happened to me, it was the head gasket in my toyota truck that blew...

a guy was honking at me and i looked at what he's pointing to and coming out of my tailpipe was like a billowing white smoke that woulda made james bond smile as it was so think, it was like i did it on purpose...

I started my car up and got white smoke, and it turned out I had a big crack on the hotside of my blouch. So maybe check that out?

Would that be what the whining is too? I guess now the question is how reliable would a vf39 be in a car with mileage such as my own, or should i just try and find a replacement td04?

He is right on the money, that was my issue. Then the problem was fixed when I put on my old vf52.

I too think thinks it's turbo seal. You probably see more smoke when your car is warmed up, parked for awhile, and then drive away. Oil leaked to DP while parked and when you drive your car fart white smoke since DP is already hot. Then see less smoke since turbo seal expands as it gets hot again; therefore, less leak. Just replace your turbo. You could get a used stock turbo for not much.

What kind of numbers would one want to see from a compression test if deciding weather or not to go for a bigger turbo?
