Loose Parking Brake... Help

I just purchased a 1997 Legacy GT and my parking brake lever comes up very high when I pull it and it doesn't hold the vehicle very well.
Does anyone know how I can go about tightening it?

Car Info: 19' Impreza Sport Manual / 99 Miata / 13' OB

You can tighten the cable, the adjusting screw is under the center console back by where the back of the e-brake hinges.
