Is your uppipe stock or aftermarket (or stock gutted)?
You only need the probe if the uppipe is stock with the cat in place, if the cat is no longer there the probe can be removed and replaced physically with a bolt and electrically with a resistor.
If you put a new probe in and are still getting this code, check the wiring. It may be damaged.
