T-Belt Change question

I am looking to change my t-belt and I found this on one of the postings.

"You WILL need a special tool to rotate the cam sprocket on the driver side to the proper positioning to put the belt on."

Is this the same thing that the manual calls for? The ST # is 4992707100
(Camshaft Sprocket Wrench)

Is this something you can get as a loaner from Autozone?

Is this just a really dumb question?
Or does nobody who has seen this post know.

I really want to do the work myself. It's is pretty expensive to do it through the dealership.
