Fair price for 05 STi

I found this car at local dealer lot.
The car has about 17400 miles and they are asking $28000.

That seems like a decent price. Complain about the color or something rediculous. Then pull out a $27K or $27.5K check and make an offer If you come already pre approved for a car loan or are willing to write a check then and there, you will be in a good place to negotiate. If you make an offer be prepared to buy or walk away. Make them WANT your business.

Good luck!
