Where can I go to legally recycle a catalytic converter?

Where can I go to legally recycle a catalytic converter?
So about 3 years ago, my dad bought a couple foresters on the east coast for a rediculous price (2002 S with all weather package and 76k miles for $3800 and $4050). One of them couldnt pass CA smog and he tried everything to get it to pass.
He even tried swapping a full exhaust from another forester on it... eventually it ended up needing the spacer in the O2 sensor trick.
He sold both the cars and was left with this... it has been sitting in his garage for 3 years and finally he just asked me to get rid of it for him.
I cannot find a place locally that I can take this to and get scrap value... I have found 2 places online that I can ship them too and they will pay me but that kinda defeats the purpose.
Anybody know were in the sacramento area I can take one of these to get recycle value?
I am just talking about the converters... not the rest of the exhaust... that I can scrap easily.
FYI I have called SIMS and they not only dont take them... but have no idea where I could go.

Hahaha I already have e full exhaust sitting around for the Ladies WRX wagon for future smogs.
If I didnt live in an apartment and had the room, I would certainly keep it around.
FYI - I ended up selling the whole thing to a scrap metal guy who picked it up with his van.
I ended up getting $80 WITH free pickup.
