Call the Police station or California BAR for a list of local SMOG Referees, and get your exhaust tested. It should be free, bring your citation along with you. They will set your car in an open area and place a digital sound meter on a tripod 20 inches away from your exhaust tip at a 45 degree angle. They will look up the indicated factory maximum horsepower level's RPM, and bring the engine speed to 75% of that level in order to take the readings. Hopefully, you'll be below the 95db limit.

(b) For the purposes of exhaust systems installed on motor
vehicles with a manufacturer's gross vehicle weight rating of less
than 6,000 pounds, other than motorcycles, a sound level of 95 dbA or
less, when tested in accordance with Society of Automotive Engineers
Standard J1169 May 1998, complies with this section. Motor vehicle
exhaust systems or parts thereof include, but are not limited to,
nonoriginal exhaust equipment.
