To address CARB:

People with CARB certified mods are EXEMPT from the modified vehicle tax.

This makes CARB happy - Some companies still pay for CARB certification, because they sell lesser-priced items (K&N intakes for example) and can now advertise as "Exempt from Modified Vehicle Tax!" This will appeal to people who want slight mods (CAI, etc) but can't afford the tax.

This way, CARB is happy because they still gets monies.

Example smog day:

Smoggy Lou: "I see your 1998 Honda Civic has a Cold Air Intake, thus is subject to the $150 modified registration tax.."

Ricey Ray: "Yo fool, check out dis CARB sticka yo! It be phat beyotch. I legit up in heah. Hondizzle fo Civizzy!!!!"

Smoggy Lou: "I see, it's certainly authentic. I will mark 'Modified EXEMPT' and you won't pay any extra."

Ricey Ray: "Word, cracka."

dude! i would so love to citizens arrest sum1!!!! ive been talking about this to my friend ever since i was pulled over by an unmarked chevy lumina and ticketed...whats the legal mumbo jumbo behind citizens arresting ppl who break the law?

On that note...

Right now there is a common attitude when it comes to modified parts that "If I'm going to break the law and risk a ticket, I might as well go all the way." Case in point, running a catless dp as opposed to one with a high flow cat. The problem with the law is that it's stock or nothing, even though we all know that hi-flow cats will pass a sniffer test without a problem (I have on numerous occasions with several different vehicles. NO, I won't say where). What many people are suggesting here would encourage an attitude of cooperation in the spirit of the law/regulations... to lower vehicle emissions. At least giving people a chance to modify their cars legally (i.e. using catted dp's) and register their cars accordingly would have fewer people ignoring the law completely.

i wsznt going to stop, this car followed me for like 5 miles, i took off when i got near home, he turned on his flashers, it was just an unmarked cop car.. i know now that i didnt have to stop, but that i shouldve gotten on the phone with dispatch ASAP

I'm in. It would also be great to find someone from CARB who would be willing to talk to us. Maybe someone low level at first to find out what their short term and long term goals are, what legislation is pending or foreseen, what the likely hurdles to our proposed legislation/ideas might be. I think it would pay to do a fair amount of "detective work" ahead of time so that we can better address what may stand in our way. Does anyone know anybody or even someone who works directly with CARB?

I think you need to talk to SEMA first. They have experience getting laws changed for us.

ahh, my idea of a somewhat smog exemption fee lives on... eggselent.

my idea back when was to pay a fee at registration, maybe even a pretty high one if need be ($500 maybe?), and what that gets you is exemption from everything that's not tailpipe emissions testing.

i still strongly believe that we should be required to take the tailpipe test, i mean, we do need to be somewhat socially responsible and that is ultimately what it comes down to anyway.
