saying something is not CARB legal is the same logic as the state senate coming out next week and declaring that all clothing thats the color red is now illegal

majority of the stuff that is not "CARB LEGAL" is just because the company that has produced the product cannot pay the gobs of money for testing.

If the car blows clean and is not a safety hazard.. why does it matter ?

True, the main message of my rant wasn't about a rally. It was mostly that in every automotive board I’ve been to, not just WRX ones there seems to be this hopeless "then man is keeping me down" mentality. All I’m doing is calling people on it and telling them to $#!+ or get off the pot. I've learned to play this game. I've have yet to get pulled over with my WRX, and I’ve had it for 2 years this whole "pop the hood game" does not bother me on a personal level. Now what does bother me is, the CARB standards for cars, when compared to industrial production is a farce. (If you look it up out $12 smog fee goes to paying to factories waist.)

All I'm doing is calling the kids on their griping and showing them ways to do something about it. The rally is just one of many political tools.

I agree completely, however, the wrx being a certified ULEV means that while the car may blow clean with modifications in the allowable range set by CARB, it will not blow as clean with most mods dealing with exhaust. I agree that some parts should be completely exempt, but with the federal standards pushing the limits each year, it is a tough call to think they will get softer on the requirements. What we need are mods that improve both performance and emmissions.

I didn't not know that the WRX's were certified ULEV. I know the 2.5 NA motors are.

Something to please both sides:

Additional 'Modified Vehicle' Licensing Fee. A small to moderate fee charged in addition to vehicle registration, for owners with vehicles that have emissions systems modifications. *

*Must still pass smog test. Visual not required.

The commies get their moneys, and we can have fast WRXs without breaking the law.

I'd be willing to pay an additional 25% of registration fee, or flat rate of up to $150 a year to legally have all kinds of "cool ish" on my car.

Cops can still bust/fine people that don't pay the extra registration charge.

So lots of potential for moneys for the State to waste.

That dork who was upset about the pledge got all kinds of attention from the media for his ideas, why not us?

100% agreed... with so many things you got to pay to play. Picture this:

1) The state makes additional revenue for the special fee on the registration... call it the Certified Modified Vehicle tax

2) Revenue increases for smog shops to certify the cars... benefiting both the local business owners and the state in the form of taxation on revenue from the additional business

3) Officers are likely busier due to still needing to pull over, check for the certification on modified vehicles, and write tickets to those without the certification/CARB sticker for modified parts. HOPEFULLY, CARB would not see the legislation as a direct attack on their usefulness b/c those that didn't want to pay for the certification would only buy CARB certified parts.

4) The aftermarket parts business would increase and revenue/taxation would increase nationwide. UNFORTUNATELY, there would be less need/desire to CARB certify new parts and this would probably upset CARB enough to have them make a stink and likely defend the current legislation which obviously keeps their level of importance/impact higher.

5) Anyone else come up with any advantages/disadvantages that I missed?

Most people in other states don't give a crap about their parts being CARB exempt. If/when other states start requiring it there will be more demand. Until then MFGs are still doing fine. Street racers are still racing/killing/stealing.

Let's start doing our own street racing stings.
