I'm not sure what you mean. If a guy thinks he's about to get it on with a 16 year old (or younger) what does it matter what her actual age is? He is fully aware that he's attempting to commit a crime. It would be different if Dateline was sedning 17 year olds out to clubs and crap to pick up guys who don't try very hard to verify her age, then busting them on national television. The guys they spring the trap on are genuine sex offenders.

no doubt they are dirty pervs. I just don't like where the trap is going. If this keeps up then we'll get busted for intent to speed or some such nonsense.

Precrime from that Tom Cruise movie comes to mind.
