changing idle rpm on 98 outback

Isn't the idle speed controlled by the ECU?
There may be a base setting, but after that the ECU controls the idle rpm.

BTW, why do you want to change the idle rpm?

Ya I'm not sure why you'd want to change the idle RPM but to me seems like an easy fix for it would be an adjustment of the throttle cable.
