2009 WRX High Beam issue

2009 WRX High Beam issue
I tried doing some searching, but didn't quite come up with what I was looking for.
I have a 2009 WRX Hatch, Recently I ran into an issue where the High beams will not come on.
-Low beams on, Wand forward, Indicator on cluster does light up,High beams do not come on and Low Beams and Fogs(if selected) remain on with no visible hesitation(flicker etc.)
-Low beams on, Wand back(pass) same issue.
Being that both bulbs do not light up, makes me suspicious of a relay. I have had read that the DRL relay has been known to be the culprit for other headlight issues, but I haven't read anything suggesting that it is related to this issue.
So anyone have a good diagnostic scheme?
I will pull and check bulbs just for sanity sake.
But what about:
Fuses to check?
Relays?
etc.
