Angry RECON...once again.

OK so I read through this whole forum and went online to take a look at the laws.

One question so far...when they inspect your car do they look at EVERYTHING or just the parts that you tell them about? Basically, do they do a FULL front to back and bottom to top inspection or just look at specific things that you tell them you modified?

Follow up to that...I have an STi wing that I got from someone (traded). Does this require recon even though it is an OEM part just not on the same car?

Long story short is that I got pulled over (in Waikiki...yeah yeah yeah) and got two tickets:

One for Exhaust which I'm not so sure I can get Recon for (TurboXS RFL Ti...really loud)...I read the law and it only talks about making sure the exhaust routes to the atmosphere and says nothing about noise level (can someone find the law that does?)

One for a combination of my drop, rims and wing.
-Drop is not that low and after reading the laws I believe I pass.
-Rims are only +1 (17 inch rims going up from 16) so I should pass.
-Wing can't find anything on it other than the whole thing about the Cop saying it was in my sightline but all STi drivers have it too.

Anyways, any input is good input. I'm pretty sure I can get out of the combo ticket (by going to recon) but will most likely pay the other unless anyone has any insight.

no person shall operate, nor shall its owner permit the operation of, a light vehicle, or an auxialiary device attached to or required for the operation of said vehicel, on any traffic way in such a manner that it emits noise in levels in excess of the limits specified in table 1-a.

posted speed limit/distance in feet/sound allowance

25 mph/20ft./77 dBa
40 mph/20ft./83 dBa
60 mph/20ft./91 dBa

those are the noise restrictions that i found on light vehicles which i believe includes our cars. as long as you can prove that your car does not make that much noise you should be good to go i suppose.

in the same chapter it states that the burden of proof is on you to prove that your exhaust however modified should not be any louder than the exhaust that came on the car in its stock form.

and for all you complainers out there in the SAME chapter again it states that aircraft, boats and POLICE AND EMERGENCY vehicles publicly or privately owned are exempt!

Damn...77 decibels at 25 mph? That's REALLY quiet!

Well I think I need a new exhaust as I just picked up accounts that are in Waikiki and will have to get recon for my other stuff.

Basically, I've never even gotten a second look about my car even at a stoplight next to a cop other than just today. Waikiki...YOU SUCK!

i was sketchin a little bit when i pulled up next to a police officer today in wahiawa...he was really excited about wendy's tho and could care less about my exhaust.

if you have any more questions about the exhaust or want a more detailed chart or to find out how to prove you aren't "too" loud go to department of health web site its in title 11. has all the info about mufflers and testing and all that crap.

p.s. 77 decibles is about as loud as a garbage disposal
90 dicibles is slightly louder than a blender...

I might be wrong you should not need anything for the spoiler since it is a OEM part although it did not come on your car specifically it is still a OEM part what exhaust do you have when I heard it didn't seem that loud to me..

^^^OEM parts do not require recon. My Forester using the STi suspension is 3 inches lower than stock, but since the suspension is an OEM Subaru product, I don't need recon.

I figure that the HPD would know that the wings on STis and EVOs are legal by now.

Well we would hope they would know by know. I took my STI to get a safety right down the street from Ohana Subaru I mean you can see the Subaru sign and they were going to fail me because of the spoiler I asked them if they were blind and told them to give me my money back...Braun at at Suabru hooked me up..

That's what I figured about the spoiler...so basically, Ticket number 2 is gonna be squashed.

STILL waiting for someone to tell me how they go about RECONing your car...are they gonna look EVERYWHERE or just the places you say to look?

My Recon experience...

Blake, I had my Recon about a month ago...

They will give you this paper that lists modifications to your car.

He will tell you to check the box and list anything that you have done to your car...

I checked:

1. Wheels (Have 18" and an STI so it was also only +1" but I listed it anyhow so it is on the Recon Paper)

2. Suspension: Tein Flex, showed him Alignment papers (suppose to be 30 days old or less)...Lowered 1"

3. License plate frame 12" from ground to bottom of plate.

4. He saw my STI stamped stock exhaust and told me I should list that since it wasn't stock...I told him it was but he started into the Toyota TRD thing and how that stainless exhaust was not stock...I didn't argue, I just wrote it down and it is now listed on my Recon paper with the exhaust...

What I saw him do:

Told me to open my hood...looked on with a co-worker at the engine...pointed, nodded to each other...that kind of stuff...pointed to my Short Ram...but since it was securely fastened...no problem.

Walked around the car...take off stickers off windows, etc.

Bounce test on front of bumper...so set you SS's to the softest setting...driving it around for at least a few hours at the softest setting to let it settle...

He didn't mention anything about the wing or anything else...

Dress Professionally and act the part...you won't have any problems...

you were at a stoplight? and he just pulled you over like that?

i mean.. i dont understand why they do this.. we have so many people blasting their sounds and ripping it through waikiki and they go and pull over the guy who's just trying to make his way somewhere..

^^^Trying to raise funds so kids can eat!

Yeah it sucks...I wish they'd take the 30 minutes that it took to give me two tickets and use it to go catch REAL CRIMINALS like drug dealers and hoodlums that are running RAMPANT through that area. It's like they only wanna deal with the petty stuff and pretend that the bad stuff isn't going on.

Anyways, that's my rant for the night...I am still in the office.

It was just funny that in Waikiki you see the cops going absolutely apesh!t about pulling cars over but being much less oppressive on the real criminals in the area. Dunno about you guys but my opinion is that I want my police officers to be more worried about the drug dealer slangin' the ice to the 15 year old kid then about somebody's exhaust.
