Any suggestions where to go to get it?
I don't think I have anything against the rules, except maybe the teins...

 

Unfortunately, since the car is dropped, you'll need recon to get your safety check. You should be able to get recon pretty easily though. I passed with my Teins too. The only thing is that they're usually pretty busy, and book appointments like 2 weeks in advance.
