this whole safety thing is stressing me coz I keep telling my parents, who are up my *** about this, that my car being too loud isn't a legit reason to deny me a sc. Pfft, parents from an older generation never understand

I don't want to state the obvious but if you're gonna modify your car, then you need to play by the rules. I know some of us will say fck recon, but it's apparent that this state is clamping down on safety check stations who's been lenient before. I say a $15 sticker is well worth the hassle. Otherwise , you have to pay to play.

You know what's ironic? So of the smaller shops are so scared of getting their permit pulled or getting fined for fudging on Safety, that they end up being even more **** than the big chain places like Jiffy Lube and Sears. On top of that, some of the small shops are out to rip people off too and might try to fail people for things aren't "fail-worthy".
When I first got my car on-island, I went to a shop in Kalihi that was owned by a friend's uncle; he said that my car was too loud and didn't even bother to start the safety inspection (he didn't want to rip me off but didn't have the guts to pass me either). Then the Shell station at Ward tried to rip me off; wouldn't even talk to me about Safety Inspection procedure and insisted that I pay first before he'd even talk to me. I got so frustrated that I called Recon, and the techs there were cool enough to talk to me to tell what was OK and what wasn't; in the end, I didn't have any mods that needed recon and just got my safety done at Ala Moana Sears while I went shopping
CLIFF NOTES: If you really wanna know what can and can't pass safety, just call Recon. Then go to the big chain shops if you're (honestly) legit because they know their ish and will get things done for you
