How do people pass safety check when they have windows that are heavily tinted/aren't the legal limit?

I live in the Honolulu area, a non-military/government/state employee who would like to get a 20% tint all around and still pass the yearly safety check. If someone knows how this is possible then please let me know.

only if your willing to pay the fee if you get busted by cops....its $287 per window if the cop wanted to really get you....

i definitely dont have that kind of bread to make it rain for the city and county...
